Ruling VS Seeker

The new rotation for 2017 starts from Primal Clash, so I was wondering if VS Seeker, a card which found as a Secret Rare in Roaring Skies, is legal. I have the regular version from PHF
 
Yes. They have the same name and same effect so the ROS version counts as a reprint. The PHF one remains legal.
 
Adding on to this question. (I'm a super newb). I undersand for trainer cards this is true. Is it also True for Pokemon (since Xerneas was reprinted in STS from the original XY text can I use the XY version of Xerneas in standard?)

Same rule applies. That would be ok.
 
I just started playing Pokémon tcg a week and a half ago. I was wondering is VS Seeker from Supreme Victors legal?
 
If a card is legal in Standard (or Expanded as the case may be) then all prints of that card may be used regardless of what set they are from. The only exception to this is Computer Search from Base Set; only the Boundaries Crossed ACE SPEC print is legal. Some cards require that you have a reference in the form of the card's current print, but this does not include VS Seeker.
