The Strategy: To Parlyze your openent with your Double Freeze attack and to trap the Defending Pokemon with no trainers and no way of getting out or sometimes not OHKO ing you. And Victini is there to Reflip coins to the Parlysis every turn.

Loving the Input but Torandus EX shouldnt be in this deck just because this is Trainer Lock. And same with Mewtwo EX. The N were replaced by PONTS for a definent 6 Draw. 3 Juniper could be nice and the Catcher is an Item and this is Trainer Lock. And the Kyurem is a backup attacker. Thanks for the Input!
 
4 Twins is necessary! You could change one of the Vanilluxes to a Slippery Soles one. If can help in wierd situations. I don't really see the need for Bellosum, though. That would mean cutting your Vileplume line to a 3-2-2. This will create room for other things. I also suggest Cheren because you do not want to shuffle your Twins away with stuff like PONT. Copycat also works because when your opponent is under Trainer Lock, their trainers stack up in their hand. Also, a starter needs to be used for hand refreshments and a Twins activator, like Cleffa. Try this:

-1 Bellosum
-1 Gloom
-1 Oddish
-1 Rare Candy
-2 PONT

+2 Cleffa
+2 Cheren

This is a great Idea and the only thing I am having a problem with is Bellosem it will help againist The Dragons Matchups with the Magic Number of 130 with Bellosem you can take off the damage counter. IDK what I should about that as that would help but Cheren and 1 Cleffa with 2 Twins is also a need as I just checked. Thanks aton just somebody maybe help me with this Bellosem here.

Try
-1-2-1 vileplume (bello sum isn't needed because it wouldn't help much. Plus reuniclus isn't in here so it wouldnt be too beneficial so make vileplume a 3-1-2 line)
-2 kyurem (you want to focus on paralyzingly your opponent's Pokemon every turn so they can't attack. Kyurem wouldn't help much and doesn't exactly fit with the strategy of this deck)
-2 water energy (not many is needed for vanilluxe to attack)
-2 PENT (assuming that this is professor elm's training method, I don't think it's very needed since it takes up the supporter for the turn)

+1 cleffa (could really help you set up. Or smeargle could also fill this spot)
+2 communication (T2 vileplume is essential)
+1 twins (with 2 stage 2s, it is likely that they may KO a basic while you set up so twins would help. Especially after vileplume is set up)
+1 sage's (helpful for getting out stage 2s plus more draw power would be welcome)
+2 N or other draw supporter (more would be helpful)
+3 other cards (whatever is needed. Can't really think of anything at the moment maybe another rescue energy, pichu maybe to help set up, or anything else)

Wow Yes, lol Bellosum is only taking off 1 Damage counter I just need to stop and think xD Thanks for the help amazing! I will fix this deck up as soon as Possible and yes PENT is PETM my fault

- 0-1-1 Vileplume ONLY VILEPLUME (Bellossom isn't needed and you have 4 RC)
-2 Kyurem (Er, why is it in here? You offer no explanation)
-2 Water Energy (You have plenty)
+1 Rescue (might as well, you already have 3, helps your Vanilluxe)
+2 Cleffa (sets up twins, good setup)
+2Copycat (your opponents Items are stuck in their hand so they will have large hands)
+3 Cheren (will help you setup with out shuffling away Twins)

I probably repeated some stuff from above posts, but that's what I would try.
 
I wouldn't reduce the vanilluxe line to 4-2-4 if I were you. I'd try to have the same amount Of vanillish and vanilluxe because ideally you would want to set up vileplume first so after that you can't use rare candy.
 
Ok a spruce up the deck a bit to our adjustments and was wondering if anything else should be taken out?

(The Pokemon center is for healing Vinaluxe will the defending pokemon cant attack because of Parlysis)
 
I would do 1 more thing:
-3 sage's training (sometimes you will get 5 good cards that you need and you are not gonna like it)

+1 PONT
+2 copycat
 
Pokemon center is not needed IMO. I don't know about taking out all the sage's thoughbecause only one isn't that good. Plus I can help get out stage 2s and is a good supporter for this deck.

I see it being a small Impact so I will run 1.
 
I played VVV for a while, and I think some large changes can be made. Kingdra Prime is also needed.

-1 Vannilish (3 is enough)
-1 Pokemon Center (not needed)
-1 Rescue Energy (4 is waaaaaaaay to many)
-2 Sage's Training (4 is waaaaaayyy to many)
-1 Pokemon Communication (only 3 is needed)

+1 Water Energy (9 Water is a lot better than 8 Water Energy)
+2 Professor Juniper (is great here)
+1 Flower Shop Lady (recovery)
+1 Victini (more draw chance, I've seen two be prized in one game (it was my game, and I still won, but still))
+1 Cilan/another good supporter (Cilan can be really good when struggling with draws)
