Strategy:

Okay, here's the strategy: Bring out Palkia to accelerate energy to Wailord. Put Fighting Fury Belt on Wailord. Play All-Night Party. NEVER GET KOED!

Basically, use Wailord's 250 HP to never get KOed, and if you attach a fighting fury belt, that becomes 290. Wailord's attack puts it asleep, so you can heal 30 hp every turn. If he doesn't stay asleep, use Rough Seas instead. Use jamming net to reduce the amount of damage taken. Use Golduck BREAK to fully utilize Max Potion.

Any suggestions are welcome. I want to make this deck as good as possible, so please help.

Even with Palkia EX, it's going to take a while to load up enough Energy onto Wailord. And if you need to play Super Scoop Up, you have to do it all again. I feel like Wailord is still better off not being the main attacker, but just being used as a wall instead.
 
I'm a huge fan of Wailord in general, but I think you might need a bit more support to make him stick once he gets online.

2-2-2 Golduck Break line could help. That way you could play Max Potion to keep healing it up.
Along with that, you might want to try a 1-1 or 2-2 Octillery line to keep your hand full.
If you decide to try it out, you might want a 4th Dive ball and maybe a couple Level Balls as well.

Some Suggestions:
-Add Max Elixir to make the energy acceleration even more better for Wailord.
-Add Manaphy-EX for free retreat.
-With all this acceleration, you don't need professor's letter, but in case of grave emergency, add an Energy Recycler to get energy back.

I must say, though... making Wailord into an attacker sounds like an awesome idea! I'm going to try creating my own build to see how it works, once I get the cards for it.
 
This concept is awesome (and a bit crazy) - I totally respect it.

I would probably run 4x Palkia and 2x Wailord just to make sure you start with a Palkia and accelerate that energy as early as you can. With Golduck Break, it doesn't matter when you get that Wailord out there.

Have you had any issues with draw power?
 
I like it. Subbing a rough seas may be useful. Very few things can 1 shot wailord, so the more hp you can heal the better, and it gets rid of whatever pesky stadium your opponent has out. Would help keep palkia up initially aswell. Although there is a ton of healing in this deck lol.

All night party makes this possible though. I'm just worried he wouldnt stay asleep after you attack.
