Ruling Wait period on promo cards?

From the TCG rules PDF:

Does this only apply to cards from expansions, or does it also apply to promos? I'm referring in particular to the blister promos that are released at the same time as new expansions, are they classed within this?

That three weeks rule applies to everything. If it's released at the same time the set is released, then it'll be legal for tournament play when the whole set is legal.
