Well I looked and that thread didn't answer his question, which is why I'm assuming this thread isn't locked.
You can't Rare Candy or Wally's into a Lv. X, period. It's not considered an evolution and thus can't follow through with Rare Candy's And Wally's effects. Rare Candying into Infernape and then Leveling Up into the Lv. X doesn't work either (Just like you can't Rare Candy a Chimchar into Monferno, and then evolve it into regular Infernape normally).
The closest thing you can do, is evolve and then play Wally's training (Meaning you can evolve into Monferno normally and then get a regular Infernape with Wally's Training).
