Ruling Warp Energy

I am unclear on how this card is fully used.

If I attach it to my active pokemon, and retreat, does it stay on that pokemon or does it get discarded? It doesnt say to discard, so I assume it stays on.

If so, does that mean if that pokemon become active again, I can use the warp energy already attached again to retreat?

I couldn't get a clear answer at league.

When you attach Warp Energy to your active Pokemon, it is like playing a Switch. The active goes to the bench and a new Pokemon comes up. However, if said Pokemon comes back into the active position, you cannot use the effect of Warp Energy. But, yes, it does stay equipped.
