This deck is going to sound extremely weird, so, in that case, this deck has no competitive potiential, I think...

4x Wailord EX (Tanker)
4x Tauros GX (Damage dealer)
1x Mewtwo EX (X Ball)
1x Shaymin EX (Draw support)
2x Jirachi EX (Supporter grabber)
2x Mew EX (Plan B)
1x Mr. Mime (Squishy Protector)
--------------------------------------------------------------------------------------------------------------------------------
I don't quite have a trainer engine but i'll list the crucial trainers for this deck to work
--------------------------------------------------------------------------------------------------------------------------------
(CRUCIAL)-4x Fighting Fury Belt
(CRUCIAL)-4x VS Seeker
(CRUCIAL)-4x Ninja Boy
(CRUCIAL)-4x Trainers Mail
(SEMI-CRUCIAL)-4x Battle Compressor
2x Random Receiver
3x Professor Juniper
2x N
3x Plus Power
2x Pokemon Communications
1x Colress
1x Rock Guard
3x Potion
--------------------------------------------------------------------------------------------------------------------------------
The energies are pretty non-descriptive but here they are
--------------------------------------------------------------------------------------------------------------------------------
4x Double Colorless Energy
3x Rainbow Energy
--------------------------------------------------------------------------------------------------------------------------------

The goal of the deck is to start Wailord, attach an FFB, wait for damage to pour in on wailord, battle compressor a ninja boy and vs seeker it (or draw one, or jirachi one) then use Ninja boy, switch into a Tauros GX /the ffb, and BOOM, hit for massive numbers w/Tauros GX. Thanks in advance!

At the moment I don't have the time to go ahead and do an entire write up on what changes I would make to the decklist. But I just wanted to come here and point out how brilliant and creative this strategy is! I believe Tauros is a highly underrated card that has a lot of potential in the right deck, and maybe this will fufill those requirments.

One quick strategy note, keep in mind what happens when you Ninja Boy into Tauros-GX. All the damage on Wailord will be transferred onto Taurus, so if your Wailord has sustained any more than 180 damage it will be an automatic knockout unless you have the FFB attached. In a format (expanded included) where so many Pokémon and strategies can hit for 180 or even higher with a little bit of setup, this could be a major problem. Obviously you can't Max Potion all the damage away (making Tauros useless), but maybe you could use cards like Rough Seas and decrease the damage enough to where Tauros could survive the Ninja Boy. Just wanted to point out a problem you may run into even if you run 4 FFB, so might require some small changes here and there through deck testing. Good luck with the deck, who knows maybe it will dominate the expanded meta:D!

Thank you so much Josh! I will say this does take some set up, and when you said that decks in expanded have fast set up, I understand what you mean by that, BUT at the same time, these Pokemon have relatively high hp. (except for the techs) Wailord, Tauros, Mewtwo-ish. Pokemon in expanded don't hit high numbers, they hit fast numbers, especially Pokemon from BW, and lower XY, they weren't equipped to OHKO, 200 hp tanks.
This really isn't a list i can afford sadly. (for right now) XD.
