WC Cards?

I was browsing eBay and noticed that there were Luxray LV X cards that were 'WC' and were going for a lot less than usual.

What does that mean? Is the card still playable in major tournaments if it's WC?

Yes, each year you can buy the winners decks.

These cards come with a different border, and the players signature on the face of every card.

And, they have a different back.

They are banned in all major tournaments, and banned in all tournaments if you don't have a full sleeve.
 
It is 100% unusable in tournament play. They come from the World Championship decks that are copies of the winning decks at Worlds.

It is not completely 100% unusable.
You can use it as reference for foreign cards.

But as of next year, you won't be allowed to use foreign cards in your deck
