Ruling weakness

Weakness usually takes double damage or plus 10/20/30 damage.If I use an attack says put five damage counters on the defending pokemon, should I put 10 damage counters or add 10/20/30 damage when my pokemon's type is match with the defending pokemon?

Not base damage= no weakness boost.

In other words, putting damage counters is not damage. If an attack says to put damage counters on a pokemon, no weakness or resistanse in added.
