Weekness question

Gengar GL says put 3 damage counters on a pokemon. If you hit their active pokemon that is psychic, does it do 6? Since its not really a damage attack and a "putting 3 tokens" attack i figure it'd only be 3. bUt ive heard some argument from people about it.

It's placing damage counters and not doing damage so the weakness is not applied.

Weakness and Resistance are only applied to pure damage. Putting damage counters, such as Gengar states, is not doing pure damage, its doing an effect of an attack. There is a vital difference in between the two.
This goes for any attack that says "Put X damage counters...".

Indeed. Putting damage counters completely bypasses damage reducers such as Honeycomb defender.

It's not "damage", so it wouldn't be reduced. Same goes for Shadow Room, Damage Even, etc.
