Any advice, suggestions, or comments are appreciated.
If you suggest a card to add or remove, I can tell you whether I actually own it (I have a half decent collection :) And other things, I can try and get from trading

You're deck is everywhere, as for Pokémon wise, you have seventeen different Pokémon alone and most of them are of single count. Consistency wise this will not hardly play out at all, you're going to end up with a bunch of cards that will either keep your hand dead and will never evolve like they should, or they'll be prized and you'll never even have the chance to do anything. Regice also more of a tech card instead of having it's own deck in my opinion as well though it could be played as the main attacker.

The same goes for your trainer cards, they're so spread out you'll once again never gain consistency at all.

If you're wanting to build a water deck, I'd suggest looking up Primal Kyogre decks as a start if you're wanting to go for a water deck in my opinion for standard format. While it may not be a high tiered deck, it'll still has an energy acceleration for your deck.

Most decks don't require so many tech decks, especially now and days. Most decks primarily focus on one or two staple Pokémon such as Sceptile EX and Giratina EX and will have techs like Shaymin-EX or possibly Ariados.

Here would be an example-

Pokémon - ...

Sceptile EX - 3
M.Sceptile - 3
Giratina EX - 2
Spinarak - 2
Ariados - 2
Shaymin EX -2

Supporters are no different in this aspect too.

Supporters - ...
Professor Sycamore - 4
Shauna - 4
Lysandre - 2
Teammates - 1
Ultra Ball - 4
Forest of Giant Plants - 3
Sceptile Spirit Link - 3
Muscle Band - 2
-...

Energy wise it's better to usually keep it simple as well

Energy - ..
Grass - 6
Double Dragon Energy - 2

If you're needing ideas and tips on how to build a deck with the cards you have I'd be more than happy to help to give you an idea of what you can build with what you have and what cards you may need as well if you need to find them. I hope this helps you a bit better and good luck!
