Help What are the resolve orders for Abilities and Tools?

The rule compendium states that attacking Pokemon have their effects resolved first. And that attacks resolve before Tools.

But what is the order of resolving Abilities and Tools?

For example, a Defending Pokemon could have handheld fan attached,

If the Pokémon this card is attached to is in the Active Spot and is damaged by an attack from your opponent’s Pokémon (even if this Pokémon is Knocked Out), move an Energy from the Attacking Pokémon to 1 of your opponent’s Benched Pokémon.

But let's imagine it also had an Ability that read,

If the Pokémon this card is attached to is in the Active Spot and is damaged by an attack from your opponent’s Pokémon, switch it with 1 of your Benched Pokemon.

Which of these effects would resolve first?

Because if the Ability resolves first here, then Handheld Fan would not be in effect, as the Pokemon is no longer in the Active Spot.

Thoughts/advice on the resolve orderings here?
