HP is something like a post counter. LEvel is dependent on the two.

In all seriousness, this system is rather redundant and is there plainly for display. Having high HP or EVs or EXP doesn't mean you're a good member. Anyway, there is a glitch with the HP bar, and it drops to around 10 once you hit 1000 posts in total. There is no need to "get" these kind of stuff; we don't even give it out. Once again, it's just a glitchy thing that was made to make the forum look nicer.
