XY What is it with the GTS?

This is ridiculous. All I want is a dugtrio, and all of the offers want something like Genesect, Keldeo, Hoopa, etc etc etc. On top of that, many people are lying about 6 IV Ditto, and also there are hacked pokemon. I mean, come on! I just want to complete a Pokedex! Right now I am breeding torchic to trade(because Blaziken is boss).
 
This is an issue that from some reason isn't taken care by the Pokemon company. What is keeping them from simply refusing to let people ask for Pokemon that cannot exist (level 1 Zekrom) or be traded (Mew, Arceus etc..)?
 
I thought they said they DID fix it? Or did they only fix the illegally leveled Pokémon coming through and not the requests?
