What is HGGS on?

It means the modified format for legal card sets in tournaments is changing. At the moment, all cards in the set Majestic Dawn and all those after it are legal. After this rotation happens, only cards in the set HeartGold & SoulSilver and the ones after it will be legal. Also certain promo cards are legal while others aren't.

It should also be pointed out that this rotation will occur on September 1st. However, there is a chance that this rotation will occur early, on July 1st.

The next Modified format will include expansions from HeartGold & SoulSilver to the present. Under normal circumstances, this rotation would take effect September 1st, 2011. However, should we deem it necessary to maintain a healthy competitive environment, the rotation would take effect on July 1st instead. The final decision will be announced in early June

This says early June, it doesn't say whether it's before or after Battle Roads.
