Ruling What is this weird Groudon ex card from?

I bought a Pokemon TCG tin at Wal-Mart that came with a Groudon ex card. The set symbol on the card is a star with some letters (?) on it. The card number is 038. Groudon has 100HP and his attacks are Mix-Up and Earthquake. His Pokebody is Frenzy.

What set is this card from? Why can't I find it in any set list? Is it playable in Modified?
 
It's a promo card that was just recently released. Yes, it's legal in modified format. It's not on any set list because Pokebeach does not have a Promo card set list. The card was, however, on the site's main page...
