Scizrim probably. I'm not saying that it'll make your way to 1st place (although it might) but it is a cheap deck that runs well.

i agree with this, because u dont need/ cant use claydols and uxies in this deck, whitch will probly be the hardest thing to get
 
And when AoA comes out you can add Expert belt to the deck and make it do 90 damage (base damage) +10 from Cherrim SF which could potentially add up to 120 (3 cherrim SF) Or 130 damage (4 Cherrim SF).
 
^With AoA you also have the option of using the Cherrim that make attacks do 10 less to Scizor, basically the opposite to SF, where Scizor does 10 more to opponents.

Machamp. You can usually get the X cheap now.
Houndoom LA is good too.
 
really any Rogue that is ment for speed, as they don't require Claydol/Uxie as much as they use more of a t/s/s based engine

Mightyena PL (stunktank G to do 80 for no energies)
Houndoom PL (have 0 or 1 benched pokemon to do the +40)

these are the ones i've already seen today
