In BREAKpoint, there is a Fighting Type Garchomp, which I am intrigued by and want to create a Maxie's Garchomp deck. I have never created a deck using MHBT or AAITH before, so I turn to you, the fellow users of Pokebeach, for advice. What is the standard/optimal Maxie's/Archie's engine?

In a archie/maxie deck you need to play at least 3 of each of the things here: trainers mail, ultra ball, battle compressor, acro bike and Vs seeker.

I'd say the best engine would be the one that stormed Worlds by surprise - Archie's Blastoise by Jacob Van Wagner. Of course, a better skeleton may have surfaced due to the community's changes and improvements, but this is the variant I would look too. You may like to run a Gallade BRT in your deck, as it would definitely give a new level of consistency if you can manage to get it out.
 
I think 4 Time Puzzle from the new set would be really good in these decks. Not only can you just use 1 Time Puzzle to throw it away, but 2 means you can grab the Archie/Maxie and another card that you can just throw away if you want, making it even easier to get down to 1.
 
Yeah, the Worlds Blastoise deck had a lot of expanded only (now) things that can really help or were specific to Blastoise. Superior Energy Retrieval, Computer Search, Eggs, Jirachi EX

As a super basic skeleton, I would say I always start with
4 Battle Compressor (works best to discard your 2 Maxie's targets and 1 copy of Maxie's early)
4 VS Seeker (An item that can draw your Maxie's)
4 Ultra Ball (the critical item for cutting your hand down)
4 Trainer's Mail (the item that searches out those other critical pieces)
2 Maxie's or Archie's (only one copy might be prized)
2 'Pokemon' (Gallade. Garchomp. Whatever only one copy might be prized)

Keep additional supporters in low low counts. (maybe 3-6 more total) Battle Compressor and VS Seeker should give you access to them easily enough.

Select a bunch of Basic pokemon, EX or otherwise that you can Ultra Ball for and play immediately.

Choose trainer cards which you can elect whether to draw or not, ie. Nothing says you 'have' to take an energy with Professor's Letter, you can 'fail' the search. Trainer's Mail can work the same way but it does give you a good chance of pulling that VS Seeker or whatever you need to make the conversion.

People do use Acro Bike, but 4 Unown can work well if you can still leave a bench space open for Garchomp, 4 Reserved Ticket can work, but I'd argue Acro Bike or Unown have a better chance of doing something positive for you.

2 Shaymin EX can really help if you can't quite get it with the hand you've got, maybe you'll draw into that other Ultra Ball you really need.

I think 2 Stadiums is optimal, since too many copies of a single stadium might mean you have more unplayable cards (you can't replace your own stadium in the same turn or another stadium with a stadium of the same name)

I think 4 Max Elixir could work in a Maxie deck, since if it works you charge up your bench (since you're likely running quite a few basics) and if it doesn't. . . you're down one card.

this is a consistent list for a standard archies list
 
I guess you use Maintenance to shuffle VS Seekers back into your deck and reduce your hand size? I think that's smart because managing your resources is a real challenge for me when I play Maxies . Archies.
You actually get several Empoleon into play? I guess Quaking Punch buys you enough time to do Archie's more than once in a game, eh? Looks awesome.

(everything else is pure conjecture)

I've seen people use trick twice in the first 2 turns with this engine consistently 7 out of 10 trys, that is all that matters.

The member you quoted was giving you an example of the engine in his own deck. You can simply swap the more deck-specific stuff like all the Pokemon, Energy and other techs for a Garchomp deck. :p
