Secondly, a 4th stage would be very overpowered on some Pokes. Imagine if, say Dragonite ended up getting an evolution with boosted stats and keeping Multiscale. Yeah, a lot of them would be devastating on competitive play.
Thirdly, imagine the levels you'd need to get the 3rd stage to to evolve. If you're getting a third stage to Dragonite, then it would probably come around level 70ish. So, if you use Action Replay to get a Dragonite evolution around 4-5th Gym time, then most likely it will never take any damage and will one-shot everything, making the fun go out from the game.

There's nothing they could really add in terms of behaviour/lifestyle that Beautifly doesn't already exhibit. Its a butterfly that flies around collecting pollen, which has an aggresive nature. There's nothing more to that that would actually have any relevance.
