Ruling What's A React Energy Card?

My Wailord says if I have one on it, it's Retreat Cost is 0. Is it a fancy name for Special Energy card? Please tell me. Y_Y

It's a special energy only in EX Legend Maker. It's a colorless,and many Pokemon have special effects with it.
