In Inferncatty, Infernape's role is to attack. Delcatty's role is to keep the speed going. So no, Delcatty isn't a tech, it's an integral part of the deck.
True TECHS are cards that help a deck in a specific situation. An example would be the Secret Wonders Shuckle - It's a tech that can help you against Pokebodies and Pokemon with Special Energy. But it'll never be an integral part to any deck strategy. Rayquaza Ex in any Delta deck would be considered a tech as well.
Trainers can have techs as well. A lone copy of Professor Birch just in case can be considered one.
