When is the rotation start I wanna make a new modern deck but how long do I have until the rotation switch out what's modern

Usually around September or the summer. They announce it 2-3 months beforehand.
We don't know what it will be, but it's more safe to assume that set rotation is X/Y-Onward and not Legendary Treasures onward.
You may want to focus on an X/Y-on deck at this point since going back and hunting down expensive/current top-tier cards is a bad idea.
