Ruling When you de-evo a poke do you remove all damage counters from it?

No, why would you? Its exactly the same as Evolving the pokemon, just take off the highest stage.
That would make my Omastar PK + Dodrio MT strategy pretty worthless huh.
Try with 2-1-2 Drag ex d, his 2nd attack just made for this purpose. Not many powerup problems either, Dodrio can attack for a Boost and Omastar for a C.
