BW/BW2 Where is Victini?

I have looked everywhere in Castelia for the Victini, but I can't find it. Any help?

first you need the liberty ticket. then go alllll the way to the peir on the left. so the west and then talk to the lady and she will say do you want to go to liberty island and then go there...

Like catuie said,all the way to the left,and ask the lady by the boat.She will then take you to Liberty Garden,and you have to battle a few Team Plasma grunts.
