Which one's the best offer?

Hey, I'm new here to the forum but I'd like to ask a simple TCG question. Should I get booster packs, theme decks, or those packages with multiple booster packs from Stormfront?

I could use up to $20 and while the boosters are about $3.99 each, the theme decks $11.99, and the packages up to $19.99. My goal is to get at least a Regigigas, Raichu, Gengar, and/or a Steelix from the set. I did buy a Secret Wonders booster box before and got all the cards I needed but the box was $108.99!

What is the best way to obtain the cards above? I know that the theme decks aren't the best choices, but if I buy a package (there are about 3 boosters in each package) it's possible that there will be boosters that aren't from Stormfront while booster packs are probably more expensive to buy alone.
 
Sadly, the Stormfront theme decks don't have the Pokemon you're looking for. Since you have a low list of attainables, I'd try packs, and if you can't get them out of those, I'd trade for them here.

The only way to 100% get one of the cards you mentioned is to get the tin. If you go the pack route, you may get more, you may get none.
