Who does the theme deck and booster pack artwork?

Who else besides the artist to ask... who the heck does the theme deck and booster pack artwork? I know they were all done by Ken Sugimori until expedition. Then, the e cards were all some strange 3-d artist. Sugimori returned to do Ruby/Sapphire and Sandstorm, but after that it's a mystery to me. I have some guesses, however...
Fire Red/Leaf Green-Hajime Kusajima
Delta Species-Atsuko Nishida
Dragon-Mitsuhiro Arita (the theme decks, at least)

why can't they just put it on the boxes

All right, I am 99.9999999% sure that Masakazu Fukuda did the Holon Phantoms art, and Midori Harada did the EX Dragon booster artwork.
