Ruling Who wins in prerelease if time runs out

Was playing i prerelease amd wondering if any can give me a link for rules.
If time runs out and done the 3 turn rule player a has 1 prize card. Player b has 3 prize cards. Is it a tie or does a player win?

I think the guy with fewer prizes wins. Can someone confirm?

If neither player wins, it's a tie.

I looked it up. Sence its that a top cut then it ends in tie. If it was top cut then less prize cards win

Only in top cut does it go to prizes at least in a normal tournament pre-releases might go by a differnt rulebook sense it's unofficial ask the TO next time if they can't give you a real answer they should not he a TO

Was confusion on it. They believed it goes to prizes but they were told by the other player. And didnt look it up fully til after

section 8 for swiss, section 9 for top cut, since prerelease usually don't have a top cut, you'll be using section 8

Yup pointee it out. Still was over ruled by the professor. Hoping next time the rules are followed
