Why are Decks built with unreleased sets allowed in the Modified section?

I honestly think there should be a third subforum for deckbuilding, one for future/hypothetical decks. allowing these speculative decks to be mixed in the modified forum just creates clutter for players trying to work on the metagame as it is, not what it will be like in three or six months.
it does me no good getting ready for BRs to look at what combos well with Expert Belt or how to build a Salamence lvl X deck. And secondly, there is a long history of most of these theoretical decks actually surviving reality. for example, i remember when the Xatu/Golduck SW combination was going to "pwn". i think we all know how that turned out.
 
I don't see what the issue is. Honestly, I find there is little to no problem making up combos with future cards, as long as the original poster has the decency to say that it is for the next set.

No one is getting harmed by it, are they? Basically, you're trying to fix a system that was never broken.
 
This complaint has been up over and over and OVER again. Not once was this granted, because very few actually care.
 
to be honest it annoys me too but I, like most people, simply do not care enough to try and get the system changed.
