I'm really wondering why. I also can't do any of this with my shiny Rayquaza. I tried to Wonder Trade someone's day but now I feel bad because I couldn't... Why can't I?! For some that are like "Why the heck would you give away a Meloetta?!", it was duplicate.

Regarding the Pokémon; are they the event Pokémon? Certain "special" Pokémon cannot be traded over wi-fi. Another possibility is that they don't pass the legality check (if they are hacked).

The game may think they're hacked as Drohn stated. They are probably too special to be traded over GTS/Wonder Trade.
However, you can trade these Pokes the regular way (trading normally) no problem.
It STILL won't stop people from asking for these Pokes on the GTS though (PARTICULARLY Diancie).

Pokémon that are in a Cherish Ball and or have a special ribbon, I think it's called "Gift Ribbon" can't be traded via the GTS, not sure about Wonder Trade.

Pokemon that have ribbons associated with events, or Pokemon with Cherish Balls can only be traded locally and not through the GTS or Wonder Trade.
I am pretty sure that its just that legendary pokémon that are obtained only through distribution can't be traded. As for your shiny Rayquaza, it might be a glitch in the game, or if you got it through trading it could be hacked, the GTS is swimming with hacked shiny Rayquazas. If I were you, I would just hold on to it for now.
The reason for this is because the ribbon prevents trading these events on the GTS. This has been the case for all 3 secret Pokemon of each generation. Don't expect that to change anytime soon. Not sure the reason behind this but that hs been the case since 4th gen XD.
EDIT: The Ribbon that usually prevents trading on the GTS is the Classic Ribbon. Not sure if any other ribbons block trading via the GTS but over regular Wi-Fi you can trade it though.
