BW/BW2 will the new pokemon(not legendaries) be in the 13th movie?

Maybe. Lucario's movie was still set in the Hoenn anime, and there were Sinnoh Pokemon in that. There may be a few, but not too many.
 
On topic: I doubt it. If there are G5 Pokemon in the movie, they will only be cameos.

Off topic: This guy isn't 8 years old. He's secretly a super spy bent on blowing people's minds up by annoyance!
