It's attack "Wish of evolution" does it work like a rare candy (Basic-Stage 2) or must it be like the normal way (Basic- Stage 1) ?

It is the normal way. It wouldve precised like Rare Candy does if it worked like that.

However, this doesnt mean that you can search for a Mantine and evolve Mantyke into it because Mantine is a Basic Pokémon.

Normal way. Is Infernape an evolution of Chimchar? No. You have to evolve the pokemon to it's next stage. You're not allowed to skip one stage. Only Rare Candy can do that.
