Idea is to get Wishiwashi out first and use GX attack to reallocate the Energy.
Wailord EX to tank it out while Non ex Wailord is there for Pokémon resistant to EX Pokémon.

Use Omastar Break and Archie's Ace in the Hole to pull up all the Shamins and unprepared EXs

Starmi to pull up the Discarded energy

What are your thoughts?
 
I'd probably put some way to attach energy faster. Even with the two aqua patches it'll have to be almost turn five or later before you're actually attacking with an attack other than water gun. Taking out the Whalelord non-ex might be a good call, not to many decks run Pokémon who are resistant to ex/gx Pokémon so I'd think that just one hex maniac would get the job done faster and not take up so much space. Lastly I might even want to just toss the whole whale lord ex line and increase the wishiwashi-gx. That way you can utilize double colorless energy instead of always having to use basic water energy.

What other ways are there to add water energy quicker other than Palkia EX. (I hate using legendary Pokémon) go 3 -1 Wishiwashi - Wailird and than eliminate the non ex evils and ad 3 trainers mail and 1 more aqua patch?

You actually can try using 4 aqua patches and max elixir to fully utilize energy.
