Ruling Wobbbuffet lm shadow tag

I dont actually believe I'm asking this after seven years of tcg, but anyway (sorry if this has already been asked)

Wobbuffet (lm)'s shadow tag attack says put seven damage counters onm the defending pokemon at the end of your opponents next turn. What happens if that pokemon retreats?

Then the new pokemon would not get the effect because the Shadow Tag effect is only the pokemon who got attacked by it....

shadow tag dissapates, and no damage counters get placed (same if the attacked pokemon evolves)
