Can a Basic Fairy Pokemon with Wonder Energy attached DAMAGE a Jolteon-EX that has just used its Flash Ray attack?

Wonder Energy blocks effects done to the Pokemon it is attached to. Flash Ray places an effect on Jolteon-EX. The two effects do not interact, and your Pokemon with Wonder Energy attached could not hit through Flash Ray's effect.
