Ruling Wormadam Plant Cloak -- Leaf Hurricane

I was wondering for Leaf Hurricane, when one considers whether the Pokemon has less HP does this occur before or after damage counters are placed.

"If the Defending Pokemon has fewer remaining HP than Wormadam Plant Cloak, the Defending Pokemon is now confused"

I looked at the resolution of attack effects in the "Expert Rules" and it would look like it falls under item h). Hence damage counters are placed and then the comparison takes place. Am I right?

Uhh, I am pretty sure that it goes after damage calculations because this scenario appeared at a tourny by me.

Thx CK -- as always you clear up the muddiness in my mind.

Messes up my deck, but thought it was too good to be true. I take it that this is a "how it is played" in Japan type rule (i.e. a less than clear translation) rather than something that could be generalized. As I think the rules are pretty clear.

Damage first, then anything else printed on the card (unless order of precedence is printed on the card -- which in this case its not and probably should be).

Any time there is a HP comparison check like that, it's before damage.

Older cards with similar attacks spelled that fact out explicitly. Not sure why they stopped.
