Ruling Wormadam Plant Cloak's Leaf Hurricane

The Wormadam Plant Cloak from Secret Wonders has this move:

Leaf Hurricane 60
If the Defending Pokémon has fewer remaining HP than Wormadam Plant Cloak, the Defending Pokémon is now Confused.

Does this mean that for the defending pokemon to become confused it has to have fewer HP before damage is done, or is it after the 60 damage occurs?

remaining HP so it is before the damage

It has to have lower remaing HP than Wormadam in order for it to be confused. Otherwis, you would just keep hitting for 60 damage each turn. Hope I helped. If you have any more questions, feel free to ask.
