Strategy here is to merrily and arbitrarily deplete your opponent's will to live by walling their Special Energy, milling them every turn, hammering their energy away, followed by the frankly horrible combo of Red Card + Delinquent + Lighting GX. This deck will ruin you.

This definitely need Ace Trainer. Combos well with Deli.

I dont really understand the aspect of hammers in this deck. It doesn't seem to fit with the strategy. Decks like Volcanion will run this deck over.

I honestly don't know what else to change/add.

If you need a "draw till you have x cards" card, Bianca is overshadowed by Lillie, as the latter lets you draw till you have 8 cards on your first turn.

Lol I was thinking of the card and I thought it was Bianca. I had no reason for picking it over Lillie.

I personally think you should replace the Electrode line with other stuff, as you're giving up a prize to actually use it. 4-4 is definitely too much, even if you DO decide to use him.
I think removing the line and adding +4 lightning and +4 max elixir will work VERY well.
Adding in some eelektriks from noble victories would be cool too
