Ruling Y Cyclone and No Benched Pokémon?

Hello guys, how's it going?

I've been trying out some future decks such as primal kyogre, when something happend
I was with only p Kyogre as active pokemon and no benched pokemon, and hes move Tidal Storm, demands you to move 2 energies from him to one benched pokemon, pretty much like Y ciclone of Yveltal EX, which demands you to move only 1 energy from him to a benched pokemon,

My doubt is, wha happens in this situation? discart energy, move energy to my hand, or simply can't attack? since primal kyogre only have this move

Due to P-Kyogre being released as a (non-legal) Jumbo card, I am comfortable explaining it. The movement effect is also identical to Yveltal-EX aside from the quantity of energy to be moved, and as of the current rules, the effect would apply the same way.

As long as the attack that you are using will have some effect on the game state, it is considered legal. You do as much of the attack as yoiu are able to do, and simply ignore whatever you can't. In the case of Y Cylcone, and other attacks that have this effect but you have no benched Pokemon, the attack simply does its damge and any other effects it has and you don't move any energy. There is no wording on either of these cards such as "in order to use this attack" or "if you can't do this, this attack does nothing" which would prevent damage or stop you from using the attack in question. Contrast this to an attack such as a Lugia-EX's Plasma Gale, which specifically states that if you do not have a Plasma Energy to discard it does nothing.

Perfect explanation! Thank you My little Keldeo, I was really confused about that, since it have never happend to me before xD
so in this case the effect is ignored and the damage still calculated right? It's really good for P kyogre, because it only haves this move, so if I have no benched pokemon in the turn I used this move, it let me attack again in the next turn, cause I'll stil have the necessary energies, even having the ancient Trait, which let me attach 2 water energies again, which is another really confusing thing, since it doesn`t specify if I can attache 2 more energies or 2 instead of 1 energy. We will know when primal clash realeases ^^

You're quite welcome. Correct, the damage is still calculated even if you can't move energy to the bench. Unfortunately, we're not able to issue rulings on the Ancient Traits since they are unprecedented and the cards have not been officially released in English as of yet. I can get back to you on how Alpha Growth will function once the cards are officially released. I would expect to see an explanation of Ancient Traits in promotional materials for Primal Clash once they're out.
