Ruling Yet Another Unidentified Fossil Question.

OK. So, if it's an Item, we can't grab it with Brigette, since it's not a Pokémon till it comes into play. We know that.
So, can you start with it as a starting Pokémon? Technically, it's an Item, but also technically, it reads "play it as a 60 HP [C] Pokémon."
So? What will it be?

I was playing PTCGO earlier and this situation did occur, but I did not get the prompt to play it as my starting Pokemon or put it on my bench it was just a mulligan, though maybe it isn't the best to use PTCGO for rulings.

Q. Can I choose to play Unidentified Fossil as one of my starting Pokemon?
A. No, you cannot. It's considered a Trainer while in your hand, so it doesn't count as a Basic Pokemon during setup. (Feb 8, 2018 TPCi Rules Team)

the older fossil cards let you start with them but the new Unidentified Fossil does not.
