The fixes are okay however this is the list I've been testing currently for my 2nd Battle Roads this year:

Pokemon (14)

2 Zekrom BW
3-3 Eelektrik NV
2 Mewtwo EX
2 Tornadus EX
1 Shaymin UL
1 Smeargle UD

Trainers/Supporters/Stadiums (33)

4 Dual Ball
4 Junk Arm
4 Professor Juniper
3 Professor Oak's New Theory
3 Pokemon Catcher
2 N
2 Level Ball
2 Random Receiver
2 PlusPower
2 Switch
2 Skyarrow Bridge
1 Eviolite
1 Super Rod
1 Revive

Energies (13)

9 {L}
4 {C}{C}

Deck Total (60)

The main strategy of this deck is to overwhelm your opponent. Energy accelerate on Zekrom to Bolt Strike a few times or cover for weakness with Tornadus EX and Mewtwo EX. Revive helps me get back the Basics I need faster.

Terrakion is unneeded, but I have yet to test with it. It's up to you to take it out.
-3 Fighting
-1 Terrakion
+4 DCE. How do you expect to use Tornadus EX to his full potential?
-1 Shaymin
-1 Eviolite
-2 Plus Power
-1 RR
-4 Tynamo
+4 Tynamo NV 38
+2 Dual Ball
+1 Bridge
+2 PONT
Personally, I would make a few more changes, but it wouldn't really make a difference.

If you use Terrakion, don't use Raikou. If you use Raikou, don't use Terrakion :p That's what I do usually.

I'd change 1 Random Receiver for 1 Level Ball and 1 Tornadus EX for 1 Raikou EX. That will make you get your Eels a bit faster and also have the possibility to do some interesting plays with Raikou. Also, 2 Tornadus EX is too much. You can't take the risk to start with it against Zekeels, because that'll give them a huge advantage.
Oh, I'd also try to fit in 1 Thundurus. It's very useful in the Early Game.

With the decklist I have posted above I went 2-2 with this deck at my 2nd Spring
Battle Roads and it held up quite well, 1 Tornadus EX is just too risky when there's alot of {F} in the current format with Terrakion, Landorus, Groudon EX, and soon Terrakion EX. Mewtwo EX helps cover for weakness as well too although oddly enough he's come through for me in most of my matches.

I've said this before but Thundurus is only good when you open the game with him to Charge with and If you have him mid to late game it's a dead card pretty much. Most Zeel decks I've seen make topcut but some don't depending on the playstyle of the deck itself. Personally I don't see how Zekrom still has any relevance in this deck at all when you're mostly using the Eels to power up your other attackers anyway hence why it should be renamed "EelBox".

I've won more games using Mewtwo and Tornadus EX as my main attackers than Zekrom especially when I'm going up against decks like Terrakion/Landorus or even Quad Terrakion where I have Type Disadvantage. It's strange when you think about it however I only recall using Zekrom at least once against TyRam at my 2nd BR this season but only because my Opponent had a Tornadus on the bench.

IMO that's not how it should be played. I use Zekrom as my main attacker and so far I've already won 2 BRs. I only don't use Zekrom VS fightning decks but VS Terrakion it's useful if you run PlusPower.

Mewtwo EX is very useful, sure, but it gives 2 prizes and it just counters itself, so you can't start attacking with it (or you lose the Mewtwo war) and
Tornadus EX can't be played VS Zekeels. Not saying you shouldn't run those, in fact you should, but IMO you can't be relying on them all time.

Thundurus isn't only for early game, I often find myself up preparing EXs for a Bolt Strike KO during mid-late game.

That's my opinion about this deck.

I guess that's sort of the difference between our decks, our metagames are totally different. You must of went up against alot of Tornadus with Zekrom and made topcut doing it while I didn't have the luxury of doing it myself.

My metagame runs Terrakion, Landorus, and Groudon so 2 Tornadus EX in my list is key for that. There was a time when Thundurus came in handy at my 1st BR's against Darkrai/Zoroark/Weavile where I managed to Disaster Volt on Weavile for a prize, still wasn't enough though.

If youre metagame has a lot of fighting, then I think adding another eviolite would definitely help. Eviolited tornadus ex runs through terrakions and landori. The minus 40 damage makes terrakion 4HKO you which means you can ko 2 terrakions while they ko your tornadus. An even prize trade but they use more resources.
