Brock, Misty, Lt. Surge, and Erika are four Gym Heroes theme decks. Each 60-card pre-constructed deck comes packaged with a holographic Starmie coin, a Gym Heroes card checklist, a (then-current) Pokémon TCG rule book, and several cardboard damage counters. They were originally released in stores with Gym Heroes on August 14th, 2000 for $9.99 each, but are now long out of print.
The theme decks feature the first four Kanto Gym Leaders players can face in Pokémon Red and Blue, as does most of the main set. In Japan, four theme decks featuring these same Gym Leaders was also released, each with the same holos as the decks below but with otherwise different contents.

Starmie Coin
“Brock,” “Misty,” “Lt. Surge,” and “Erika” each come with a blue, holographic Starmie coin that cannot be found in any other Pokémon TCG product. The decks probably feature Starmie because Misty is one of the most recognizable Gym Leaders and Starmie is one of her signature Pokémon.
