Does Archie's Ace In The Hole allow putting a stage one or two water pokemon directly from the discard pile to the bench, or is it only basic pokemon?

Here is a ruling direct from the Compendium:

Archie's Ace in the Hole (Primal Clash)

Q. Can I use "Archie's Ace in the Hole" or "Maxie's Hidden Ball Trick" to put a Stage 2 or Mega Pokemon directly onto my bench?
A. Yes, they're very sneaky like that. (Primal Clash FAQ; Feb 5, 2015 TPCi Rules Team)

It doesn't say you can do it to stage 1 cards, but you can do it to stage 1 cards.

To clarify, the reason this is the case is because they do not specify the stage of card allowed, so all stages are allowed. When you do this, they are considered to be unevolved Pokemon of the stage you grab.

Adding to this further, if you decided to use Archie's Ace in the Hole (or Maxie's Hidden Ball Trick) with a Mega Evolved or Primal Pokemon, since none of your already-benched Pokemon are "becoming" that Pokemon, your turn does not end! In PokePop's words, "How about them apples?"

Also a general reminder. You can't use either card if your bench is full or there is no Pokemon in your discard to put onto your bench. The way Archie and Maxie are worded requires that you put a Pokemon from your discard into your bench, and only then can you draw five cards. So, if this condition isn't met, you can't play them to draw five cards, even if it's the last card in your hand.
