Also you should talk to the mail people maybe file a complaint. Tell your parents if you haven't already as well. Also, he could be not lying, PMs sometimes don't get through. The PM system is a giant virtual mail system, it has its inefficiencies, though it rarely shows.
You could make an appeal to this "trade council" and tell them everything that you posted in your thread. I'm sure it would be extremely easy to get that negative ref removed, but you better do it quickly.
