Emvee, You were required to beat Tentacruel before it set up both layers of Toxic Spikes and did a Rapid Spin.

Turn 1: You bring in Reuniclus. Tentacruel sets up a Toxic Spike.
Turn 2: Tentacruel does the second layer of Toxic Spikes. Reuniclus uses Psyshock, which doesn't KO
Turn 3: Tentacruel spins. Reuniclus kills it after the spin.

Your Reuniclus did not stop Tentacruel from setting up both Toxic Spikes and Rapid Spin. Therefore, it is not a counter.
