While that may be true, the only matchups that a more Zekrom heavy build does better against is Reshiphlosion, other ZPST, and maybe Reshiboar. Against most other decks, a more Tornadus-heavy deck is a pretty good idea. So, really, its arguable and in the end it probably depends on your meta.
