I'm also a bit puzzled as to why you'd include 4 versions of most Basics and middle evolutions, but only 2 for final evolutions, even though they provide more flexibility in terms of design. Most sets use the same number of cards for every step in the evolution, and in some cases even add an extra version of the final evolution, since they're supposed to be the main focus.
