It's just so that the thread can be dedicated to artwork and comments on said artwork rather than talking. We would end up with people talking in the art forum rather than posting art, which is what the discussion thread and Profile Comments are for (and which is why I'm talking about it here).
It also helps people to showcase their works by not having so many comments to wade through.
