One Approved, it's Protect / Dragon Pulse (or D-Meteor if you feel like it) / Psyshock / Ice Beam. EV spread is correct. Item is I think either Expert Belt, Life Orb, Dragon Gem, or White Herb, depending on circumstance.

Normally I'd use an HP Fire one, but that was from BW2 so I can't use it. Plus, it lets me have an optimal speed IV.

The whole point is it kills Garchomp/Zapdos - this team's weak point.
