Yeah, nothing can take the Hydro Pump in rain without an immunity. Except for like Mantine, maybe.
TDL, Yeah. Starmie needs to come in on Secret Sword though, because Hydro Pump outright blows it up. But if it gets in, Starmie threatens it with Psyshock, which does 96% min.
Nothing can switch in on Hydro Pump in the rain, as it does 61% min to standard Blissey. Jellicent or Gastrodon is a must to take the Hydro Pump.
But hey, if Smogon doesn't ban Volcarona, who boasts similar offensive prowess as Keldeo, the pony may have a hope.
