Smeargle, well you CAN. You just shouldn't. For each 4 EVs, you get 1 extra point, and 255 isn't divisible by 4. 252 is. So basically, if you give 252 EVs to a Pokemon's stat, you will get the same amount of points as if you gave it 255. So it's pointless to do the extra 3.

Smeargle, you kill enough pokemon to get up to 255? It doesn't go any higher than 255 in one category.
